I've got the solution to making your machine 100% effective.  99% removal of oil is way better than what we have now, but with the simple addition of a microbe injector in to output stream would not only clean up the last 1% but the surrounding water as well. Your machine, by it's nature, aerates the water coming out of the process. This is exactly what the microbes need to do their work. Otherwise microbes alone could leave large areas of water as dead zones. Having your machine suck up the oil, aerate the water, and inject microbes, would be the perfect solution for this type of mishap.
